How can I participate in the Movement?
Leadership and Visionary Core
Governance Re-engineering Committee
- Review surveys and interviews to determine the governance system that will prevail in Hayti.
Empire/Monarchy/Republic Representative:
- A symbolic figure who embodies the ideals, values, and history of the re-engineered Hayti. This person will serve as a unifying presence and the public face of the Re-engineering Movement, engaging both national and international audiences.
Leadership Council
- A governing council responsible for establishing the long-term vision, values, and ethical standards of the Movement. Members will also act as advisors to the representative, shaping policy decisions and upholding the Movement’s integrity.
Executive Director of the Movement
- Responsible for day-to-day leadership, including implementing strategies, overseeing various departments, and ensuring alignment with the council’s directives. They will report to the Leadership Council and manage the operational elements of the Movement. Dr. Raphaël Biassou Hérissé will serve as the inaugural Chief Executive Director for the Hayti Re-engineering Movement.
Strategic Development and Planning
Director of Strategic Initiatives:
Oversees the development of long-term strategic plans, setting milestones to complete the transformation and tracking progress toward those goals. This role will focus on both the political and cultural aspects needed for the Movement to gain acceptance. Cultural considerations include and are not limted to: removing Haytian Vodou from the shadows of Christianity; adopting additional national language(s) (e.g. English, Spanish, Mandarin, etc.); celebrating and promoting Haytian indigenous cuisine (see Soup Joumou); and promoting Haytian music genres and dance.
Policy and Legislative Liaison:
- Works closely with government and legal entities in Hayti to develop a legal framework for the re-engineered Hayti. This role involves lobbying efforts, partnership building, and advocating for legislation that supports the re-engineered Hayti’s role in a modern Haytian society. A symbolic figure who embodies the ideals, values, and history of the re-engineered Hayti. This person will serve as a unifying presence and the public face of the Movement, engaging both national and international audiences.
Cultural and Historical Preservation
Director of Peace and Reconciliation:
- Focuses on reconstituting and reconciling the 21 nations that participated in the Haytian revolution. This role is responsible for organizing annual signature events such as “Bwa Kay Imam”, “Vertieres”, and Independence Day celebration. The most critical responsibility is to maintain Hayti’s spiritual identities by paying homage with gratitude.
Head of Cultural Affairs and Heritage:
- Focuses on celebrating and preserving Hayti’s historical, cultural, and royal heritage. This role is responsible for initiatives that reconnect the population with Hayti’s pre-republican history and values.
Director of Historical Research and Archiving:
- Manages the research, documentation, and archiving of royal lineage, traditions, and symbolism. This department will ensure that Hayti’s historical foundation is presented accurately and respectfully.
Community Engagement and Public Relations
Director of Community Engagement:
- Responsible for building grassroots support, organizing public events, and engaging with local leaders to foster loyalty to the Movement. This role involves mobilizing public opinion and creating opportunities for citizens to interact with the re-engineered Hayti’s vision.
Public Relations and Communications Director:

Manages all media communications, including social media, press releases, and content for the Movement’s website. This role will control the narrative and maintain a positive public image, addressing any misunderstandings or criticisms proactively. Such activities include but are no limited to establishing national holidays, celebrating key events in Hayti’s history and celebrating Haytian art, particularly those in public spaces (e.g. Nèg Mawon, etc.).
Youth Engagement Coordinator:
- Focuses on engaging younger generations through educational programs, youth councils, and events. This role aims to build a generational connection to the re-engineered Hayti and ensure the legacy is carried forward.
International Relations and Diplomacy
Director of International Affairs:
- Responsible for establishing relationships with foreign dignitaries, international organizations, and potential supporters outside Hayti. This role will communicate the re-engineered Hayti’s values worldwide and gather support from the diaspora.
Diaspora Outreach Coordinator:
- Builds connections with the Haytian diaspora, rallying support and contributions. This position involves organizing events abroad, coordinating visits, and ensuring the diaspora feels connected to Hayti’s restoration efforts.
Education, Training, and Capacity Building
Education Program Director:
- Develops educational initiatives, curricula, and materials to teach the public about the Haytian monarchy, its cultural heritage, and national values. This department may also create programs to teach civics, national history, and values in schools.
Leadership Development Officer:
- Responsible for identifying and developing emerging leaders within the Re-engineering Movement, ensuring succession planning, and building capacity for future generations.
Legal and Ethical Compliance
Chief Legal Advisor:
- Oversees all legal aspects of the Movement, ensuring it complies with local and international laws. This role also advises the Leadership Council on legal matters, including any constitutional changes, intellectual property for symbols, and public policies.
Ethics and Integrity Officer:
- Ensures all actions and communications align with the movement’s stated values and ethical commitments. This role upholds transparency and accountability across the organization, helping to foster public trust.
Resource Mobilization and Management
Chief Financial Officer (CFO):
- Oversees the financial health of the Re-engineering Movement, manages budgets, and ensures funds are allocated efficiently. The CFO will also develop a financial strategy that supports the long-term stability of the movement.
Fundraising and Partnerships Director:
- Responsible for sourcing financial support from private donors, international organizations, and grant-making bodies. This role will also develop partnerships that enhance the movement’s reach and influence.
Security and Crisis Management
Chief of Security Operations:
- Develops and manages a security protocol to protect key figures, facilities, and public events. This role will work with local security forces to ensure safety while minimizing disruption to the Re-engineering Movement’s activities.
Crisis Management Director:
- Plans and prepares for potential crises, including political challenges, public protests, or natural disasters. This role will ensure that the movement can respond effectively and maintain its reputation and stability.
Research and Innovation
Director of Research and Innovation:
- Focuses on developing policies and projects that align with contemporary worldwide challenges, such as climate change, economic development, and public health. This role will keep the Re-engineering Movement adaptable and relevant to modern societal issues.
Data and Analytics Specialist:
- Tracks and analyzes data related to public opinion, policy impact, and other relevant metrics to inform strategic decisions. This specialist will also track engagement metrics to understand the effectiveness of outreach efforts.

Our Team
Meet the brains behind the Re-engineering Movement:
BIOGRAPHY Raphaël B. Hérissé, Ph.D.
Raphaël Biassou (née Rockfeler Peter) Hérissé, Ph.D. is a thought leader on organizational development and convener for Empire Hayti 2050—a Movement to re-engineer Haytian society and its political economy. He has held senior-level positions as a Diplomat advising African Presidents, Ministers of Energy and Finance, U.S. Ambassadors, and other senior U.S. officials accredited to African countries. His career in international development began in Burundi as a Country Representative for a non-government organization (NGO) strengthening and supporting civil society organizations’ efforts to resolve conflicts and build peace. This effort was extended to Rwanda where his team successfully designed a traditional conflict resolution program and compelled the Government of Rwanda to reinstate the traditional Gacaca courts for binding alternative dispute resolutions. The return to Rwandan cultural systems for justice and values dating back to their monarchy era was significant for the restoration of peace and healing following the mass atrocities and lost lives.
Inspired by the experience with the Rwandan return to traditional systems and the functionality of democratic monarchies in Japan, Eswatini, and Norway, Dr. Hérissé has embarked on a mission to collaborate with Haytians in Hayti and in the Diaspora and restructure the governance model in a new Hayti. He is an expert on Public-Private Partnerships (PPPs) having published the celebrated “Building Better Bridges: A Coach’s Perspective on PPPs in Sub-Saharan Africa”. His doctoral research on NGO institutionalization paved the way for his becoming the inaugural Executive Manager of the National Society for Minorities in Agriculture, Natural Resources and Related Sciences (MANRRS). As a co-founder of the professional development association in the agriculture industry, he served as the inaugural Student National President and made significant contributions that are still in application. In addition to building the movement that will reestablish Haytian identity, solidarity and sovereignty, he is an Executive Coach with in-person and virtual clients tapping into his unique technique with spirituality and mindfulness.
Dr. Hérissé received his bachelor’s degree in Agriculture (Agribusiness) from the University of Maryland-Eastern Shore. He earned his master’s and doctorate degrees in Agricultural Extension Education from the Pennsylvania State and Michigan State Universities respectively. He has earned executive certificates from Harvard University in Public Policy, Global Security in the 21st Century from Florida International University, and completed an 8-month Leadership Coaching executive certificate from Georgetown University. He is a proud father of two daughters and two adopted sons.
